- Message from the Supervisor: Comments regarding the acquisition of Shadow Pines

With close to 80 percent support, Penfield voters have approved both propositions to finance the Town’s purchase of the former Shadow Pines Golf Club.

On behalf of the Town Board, I would like to thank everyone who came out to vote on the two propositions involving the acquisition of Shadow Pines. Voting is the primary way for citizens to participate in government, and by voting in this special election, you made your voice heard and are registering your opinion on how you think the government should operate on this matter.

Now that the voters have approved the Town’s acquisition of Shadow Pines, what’s next? 

Most immediately, legal and financial matters will proceed with an estimated closing in April 2018. I would like to note that the property WILL NOT officially be owned by the Town until the closing, and therefore it is still considered private property and CANNOT be used by the public.

Once the sale is complete, the Town will assess and maintain the structures and land immediately surrounding the Clark House. The golf course acreage will not be mowed and maintained; however, we will manage downed trees, branches and other hazards to make the property safe. 

The Town is currently undertaking the 2020 Comprehensive Plan and the 2018 Recreation Master Plan Update. The work of both committees—and the plans they will ultimately present to the Town Board—will directly affect and influence the future land use of the Shadow Pines property.  

Therefore, once the 2020 Comprehensive Plan Committee and Recreation Master Plan groups are established and have commenced their work, the Town Board will form a Shadow Pines Land Use committee. This is likely to be late 2018 or early 2019. 

The Shadow Pines group will be charged with understanding the direction of the Comprehensive Plan and Recreation Master Plan committees so they can make future land use recommendations that are in context with the Town’s long-term goals. Expected future uses may include a combination of open space, passive and active recreational uses (consistent with the Golf Course Moratorium Committee’s recommendation), and general municipal uses such as a community center, library, lodge, or other public facilities.

How can residents use the land?
A final plan has not been decided. Initially, passive recreation (hiking, cross country skiing) that does not impact the condition of the land will be allowed on certain portions of the property until a final master plan is approved and reviewed with residents. 

How will the Town maintain the land?
The Town will plow and mow the area immediately surrounding the Clark House and nearby structures, and manage downed trees, branches and other hazards to make the property safe. The Town will NOT mow and maintain the full golf course acreage.

How can I share my ideas for property use?
All ideas for future land use are welcome and will be shared with the 2020 Comprehensive Plan Update, Recreation Master Plan, and Shadow Pines Land Use committees. Watch www.penfield.org for an online submission form or direct your written ideas to Supervisor LaFountain (see above). 

Can the Town rezone the land?
Yes, rezoning the land is likely. The 2020 Comprehensive Plan Committees will make its recommendations on that matter to the Town Board for consideration.
